On my two desktop PCs, dnf is not noticeably slower than yum. (dnf is intended to be faster than yum). Is the slowness you are observing in the download speed from the mirrors or in CPU processing? Are there any dnf trouble messages in the logs? Exactly how much slower is dnf vs yum for you?
