I know Fred has said that using these utilities can cause problems when the time is updated in a big jump. I haven't seen any problems here, though. I highly recommend FACTS: http://www.unsatisfactory.freeserve.co.uk/facts/index.html It lets you make the fine adjustments to the offset, and has auto DST, plus much more.
