Air can't get from cyl to the guides without getting past the valves. If the valves were bad, you would hear it at the tailpipe or throttle body, as it's much easier for the air to go there than through valve guides, no matter how bad. I would want to hear each spot, but given the rest of the description, it probably is rings. Pull the engine, measure things up and replace rings or rings and pistons if clearances are off.
