We see these relays go bad when people eliminate the plastic shield they
were mounted on and just throw them on the inner fender. They have
rubber boots to keep them dry which only work when they're on top.

I think i tracked the wire back to the AC Relay on the pax side of the
engine bay.
 
AC relay is corroded, bolts were heavily rusted, and a "tech" had
wrapped electric tape around some of the wires.  I remember who it was
because he told me he "repaired" my ac relay when I had my coolant
refilled.
 
The cars been god awful for almost 18 months now, I really hope this is
it.
