I don't want to burst your bubble, but I would still hold on to that 35 mpg target. In my NA 1990 1.6L Miata with the stock ECU (and CAI w/ K&N and 4-2-1 header) I generally average 30 mpg without trying and can get 32 if I work at it. I ride on Falken 185/60/14 ZE-915's @ 26-ish PSI (I think it's like 27 front and 25 rear).
I have an Autometer LED based AFR gauge and an oem-ish heated Bosch O2 sensor (from FM). I use that as my "economy" gauge - when it's dithering I'm good, if it goes solid 15.5+ I back off the throttle and get it dithering again. I don't hypermile though - I coast with the engine on rather than off. Any time I can be in high vacuum I will generally be in neutral instead. I also have an Autometer electric fuel pressure gauge in the dash - I watch that and try to keep my fuel pressure as low as possible. I suppose this is the same as the vacuum gauge as the fuel pressure is a function of vacuum on the fuel pressure regulator. Of course all of my high mileage means nothing when you add in the cost of a quart of oil every 80 miles or so. With your tunable ECU I could see you creeping up on 35, possibly into 36 but I have my reservations about 40 mpg. If you make it there I will GLADY eat my shoe and be on the phone to FM for a new ECU.
