That's true.  I've noted the same in the Subaru, but at cruising speed  it's 
easy to maintain higher vac.
Once you overcome rolling resistance and hit cruising speed, the vac  
increases and the MPG goes up.
I've found that my MPG goes DOWN in conditions where I'm cruising along and  
then have to decrease speed, as when one encounters someone who's driving  
quite slowly.  The vac goes down, rolling resistance increases, and if slow  
enough, the engine either lugs or the trans has to drop to a lower gear.
 
There's a lot of misinformation regarding MPG, but there are many  different 
vehicles, and not every idea will apply to every vehicle.   Gauges/meters tell 
you what works.
