Check out the SAE journals at your closest university engineering library. AFAIK they're not internet freebies (yet) and they're not available in my city/county libraries. And yes, 1500 rpm higher vacuum does produce better gas mileage than 1500 rpm lower vacuum ... as long as you're still producing enough power to overcome all of the motion-related losses and maintain the desired speed.
