I drove  '98 Impreza wagon with a very similar 2.2l and 5-speed, and I
averaged 24-25 mpg in mixed driving, and 28 or so on the interstate.

It was a great car, very stout.  Just don't panic when missing a 1-2
shift while trying to climb out of the mud.  2nd gear can be ground
down in a heartbeat ;)
