well soak that bugger overnight with PB blaster and work on it in 24 hours. I'd 
try a strap wrench; knocking it with a good whack now and then to separate the 
rust and then work it off slowly and evenly with small pry bars or screw 
drivers on either side, work around the edges. 
I usually find that after a bit of a fight, they will suddenly come right off.
