I've not been able to find the efficiency of the TDI intercooler, but owning an 
'03 ALH, 
they run about 15-18 psi boost stock on the variable vane turbo;
 I've got 26psi peak running through mine now. 

for miata comparison; that's with a hybrid turbo, stage 4 chip, nozzles, 
downpipe and some other mods. 
It should be putting down a might 140hp or so. (Up from the stock 90hp)
...of course the 250 foot pounds of mister torque helps out :)
still knocking along at 235K miles. I hope to make it 350K.
