I have no idea how much % drop MPG "winter gas" normally delivers. 
We have two cars my Miata 92 Auto DD and my wife's 2001 Toyota Echo 5sp.  As we 
know from this list helping me, my car had a bad TPS and that resulted in 20MPG 
from my usual 28MPG.  I fixed it and got 26MPG with the first tank, but now 
that has dropped to 23.5MPG for 3 tanks of gas.  Normally I would chaulk this 
up to possible addiational issues. I have no CEL but the car does have 211k on 
it and a number of things could cause suboptimal performance.
But my wife's echo also has poor MPG and that happened last fall. Her car does 
have  CEL but it codes out to a common (for the echo 1.5l) evap control/ pcv 
issue that can be hard to resolve. I dont think thats kicking a 40MPG car down 
to 32ish MPG.
Is it possibly winter gas, or perhaps something else with auto fuel?  How have 
the power cars been with detonation lately?
