Speaking as someone who was pulled over for this same offense many years ago, I think some drunk drivers are repeaters because the percentage of times they've driven drunk against the times they've been pulled over is astronomical. A drunk driver is pulled over once for every 2000 times he gets behind the wheel (I made that up, but you know what I mean). The odds are in his favor for not being pulled over the next time. Luck does run out, though. Cassidy should do jail time for this one, just because it's the law.
