In this case your is not have any firewall
Just enable streaming with Ctrl+S (or from menu media->output stream), 
choose from opened menu network tab and protocol (http), press stream 
button, from new menu choose profile and check mp4, from  videcodec 
check video and choose codec (mpeg-1) and press stream the bottom the 
displayed options is someting like 
:sout=#transcode{vcodec=mp1v,vb=800,scale=1}
pres stream an that is all from vlc side
 From other computer into web browser type 
http://IPAddres_of_video_server_computer:8080
