In XHTML, <a Rel="..." /> is different in that it's invalid:

http://www.w3.org/TR/xhtml1/#h-4.2

"XHTML documents must use lower case for all HTML element and attribute names."

In HTML 4, the two are identical:

http://www.w3.org/TR/REC-html40/intro/sgmltut.html#h-3.2.2

"Attribute names are always case-insensitive."
