Hi,
as usually, w3c is giving as a really wonderfull spec:
<q>The ADDRESS element MAY be used by authors to supply contact
information for a document or a major part of a document such as a
form. This element often appears at the beginning or end of a
document.</q>

or did I read a wrong w3c spec? is it defined somewhere more precisely?

I can't see anything imprecise about this. If it's the MAY you're
worried about, that's indicating that the ADDRESS element isn't
mandatory, surely.
