How about <abbr> without @title? This seems to have the semantic of "I
know this is an abbreviation for something, but I don't know that
something." E.g.

  <a href="http://foo.example.com/"; class="url fn n">
    <abbr class="given-name">A</abbr>.
    <abbr class="additional-name">N</abbr>.
    <span class="family-name">Other</span>
  </a>
</span>
