Outlook certainly does - I've seen RDATEs and EXDATEs in the iCalendar files it produces. Lotus Notes does too. Apple iCal doesn't seem to. Google Calendar apparently does, but only if all the recurrences have the same duration.

In terms of hCalendar software, X2V seems to support them, as does Swignition. Not tested any others.
