%23 is the URL encoding of #. All query parameters should be URL- encoded. Technorati's former microformats service accepted unencoded URLs, but that was (in my opinion, anyway) a mistake, and shouldn't be expected elsewhere.

That URL has two parameters:

uri : http://example.com/#meeting1 (as it will be unencoded)
subscribe : Subscribe

It looks like you want subscribe as part of the uri parameter, so you need to encode it.
