Yeah, I guess that would make more sense with the cent (literally 1/100th) as part of the amount:

<span class="money"><abbr title="0.021" class="amount">¢2.1</abbr> <span class="currency">USD</span></span>

C2.1 is not an abbreviation of "0.021" (it may be an abbreviation of "$0.021" or "0.021 USD").
