Your are shortcoming your design, it is best to get the maximum from it, though you think a little bit is enough. You did not specify the pipe length to obtain the 15 meter head. 15 meter * 50 l/sc * 6 = 4500 watts and when 10 l/s the power would be 900 watts. Since you have a variable water source, a MPPT controller will optimize the system for maximum power output, specially when empty. A Turgo turbine would be OK for the site, or a Banki. Pump as turbines are site specific and it is difficult to find the right size for your site.
