This is a nice-size project, and the machines would fall into the small 
hydro, standardized design turbine range of the big manufacturers. Here 
are a few suggestions.

GE Hydro from the United States (and many other countries) has axial 
and other standard turbines that will meet your criteria. Their web

Voest-Alpine or VA Tech Hydro (from Austria) makes a series of 
turbine-generator units that they call Compact Hydro.

Their Compact Kaplan is an open flume model, and probably won't work at 
your head; their Compact Axial Turbine would probably work well. The 
Compact Francis will work, too, but you won't get as wide an operating 
range as with the double-regulated turbines.  You can download 
brochures for the turbines on the web site listed above.
