Hi Dudley: You have a good site for cross flow turbine app'n. As a cross-flow turbine maker, my hints for that flow & head, are for looking for a M-B turbine with 300 mm diameter runner that gives no so much width and then less problems with blades distortions or twist generated by welding stresses. Our model TU - 302 modified from model SKAT T-3 scaled from 200 mm runner to 300 mm runner will be good, but we are in Chile and not near you. You can see photographs attached of our TU-202 model, 200 mm dia. runner which is working for 5 KVA since 3 years ago in Salta, Argentina.
Other machine could be the SKAT T-13, but is too heavy and strong, expensive for 15 - 20 kW.
