Varying the Water flow would certainly vary the temperature of the water and
also vary the speed of the turbine.

However, I did not investigate this.
It seems a bit dicey off hand.

There exist a fairly simple electronic governor. "Small Hydro Turbine Water
Controller" By Carson Electronics, Valemount BC
