I don't know that VITA design. We have experience with SKAT (Switzerland) T-13 (300 mm dia.) model and our TU-202 (200 dia.), TU-302 (300 dia.) models. Recalculating your prototype for a supposed 20 net head, 340 liter/sec flow, and 60% total efficiency for the group, you can reach some 40 kWe at about 595 RPM. Your material cost of US$ 200 seems some optimystic. Now, the labor manhours for construcction aren't few, specially for the runner. If you can send me information about VITA design I can give you my comments and hints for construction finishing.
