Paddle wheels for such  power is a "big mother".
A better solution would be 2 contra-rotating propellers under water, so what
is the depth of the river in the area of interest.
Other solution is to determine the length of river that is accessible for
energy extraction, the head between extreme points of the  area of interest
and see if it is possible to install a pipe to get the volume and head for
30 KW and of course GOVERNMENT approval since that river must carry fish.

A Banki or a propeller may be OK, and preferable the Propeller.
