Dennis, Tell us some more about the river. There may be state permits required. An environmental impact statement may be needed. I assume that an installation wouldn't present a hazard to navigation.
Tidal flows are likely somewhat limited in duration, but you should estimate the flow rate by timing the progress of a stick in the water. If slow, there is a problem in extracting sufficient energy. There are submersible generators with a propeller-like rotor. If you had to use a paddlewheel, it would require a significant speed-up transmission to get to the 400+ rpm needed for a generator.
