Peter,
The site is good for a Banki turbine for 30 - 35 kW with a good efficiency 
turbine. Penstock diameter 12" is too small for 200 l/s, 14" - 16" is best 
for that flow. Length is important in selection of  pipe diameter for low 
pressure loss. Pressure loss must be below 5% of gross head.
