This is a seriously large project and not quite microhydro, specially for a location like DR Congo. As mentioned below the cost will be in the several million dollar range- more since the location is most likely far inland and with difficult access.
You would be looking at spending at least USD 50-100,000 for a survey/design of the project. Well worth it given the large total investment. You mention electrification as well. With 1000 kW this means a few more million dollars for electrification in addition to the cost of power generation.
