Hi Carlos and all,

The Chilean market is indeed oriented toward the high end of prices, and
tends to rely too heavily on imported gear for the smallest turbines.
What we are lacking is solutions around the 1 KW / 1500 USD spot
(materials cost) to suit the needs of small isolated rural settlements.

We first tried working with a local "maestranza" on 12 cm p.c.d bronze
peltons, the conclusion is that they lacked the needed precision for
that size.
We are currently doing some tests of pressing out iron buckets at an
industrial school. If this works, we would have inexpensive peltons
suitable for small diameter HDP tubing that can be carried (or rather
dragged) with horses or oxen up to hard-to-reach places.
What we are still lacking is a local source of load controllers a la
Nigel Smith (nearest source is in Peru). If we can find all the elements
of the chain, we could be writing some project soon (and would be very
glad to see you around here in the south).
While the pelton design is very well documented, I'm still looking for
design specifications for turgos. I'd appreciate pointing to any
document/link/book/article dealing with them.

Otherwise, a main obstacle remains in the fact that many rural ppl
believe (maybe rightfully) that if they participate in a highly visible
project, the tax service goons will fall upon them to charge them for
the use of the water. Or it might be ENDESA, or any company that has
bought the right to use the streams of whole regions. It would appear
that the rights of the poor people were pocketed by others. It seems ppl
aren't talking enough of the nature of those obstacles to local
development... or it might be that the only accepted scenario is to send
the rural ppl to die off in the suburbs.
