It does NOT sound like a very good height for an overshot waterwheel.
It would be a very large and massive and difficult to build and maintain, 
UNDERSHOT would be better, though still a very large and massive --  
Specially if using all 58 m^3/sec water volume, due to the 1.24 meter one 
needs to assume that is going to be 59 meters long as a minimum -- not need 
to explain and detail the building set up.

SCREW or PROPELLER turbine would be the logical and PRACTICAL solution --  
and it may be several units in parallel to attain the necessary power and 
the practicability of the project.

Let's think what is practical first, and not what One loves to do or build 
that may become "dreams" and produces nightmares.
