Hi Jen,

You have already provided an answer to your proposed venture.
I would use a modified bicycle wheel, with some sort of  vanes or "Spoons" 
attached o the outer diameter, with a bicycle generator in the centre hub. 
The connecting segment can easily be machine from round PVC stock.
Please check out some great folks at ( Ask Cindy McArthur at 
www.altalux.com), and give a look at their low wattage lights which would be 
perfect for your application. Particularly the 12 LED one, give off a great 
circle of light, and if more is needed the individual lights can 
strategically be placed around the area he wants to light up.

Check your local Bicycle store. Check to see that the bicycle generator 
gives out a base voltage flat enough not to mess up the LED lights. (not 
clean DC)
Check also to see that the frequencies that are around any bulb you choose 
will disturb insects enough for them to fly into the lights.. (they may not 
be attracted!!)
You may also want to just get yourself an automatic bugkiller, specif. 
designed for fish applications. This works a small motor also running a few 
volts...that "whips" the insects into the water, and can have a small 
attractant light...
