I think it's ok for you to use PVC pipes as long as you make sure that its
thickness is schedule-40 or higher. I'm a bit biased against PVC pipes because
thick ones are not so common here in the Philippines and sometimes people set
alight the cogon grass on the mountainside.

Yes, you got the idea right about the power. I would recommend the 4" pipe if
you have use for all the extra power available during the winter. A 4kW output
in winter is equivalent to 96kWhr/day, or the heating equivalent of 9L of
diesel fuel per day. If the dump load of the ELC is located inside your house,
then its heat dissipation will warm your house.

I forgot to disable the HTML formatting so the table I included was corrupted.

PVC Pipe 4" diameter schedule-40 specification (ASTM D1785)
    Outside diameter: 4.5"
    Inside diameter: 3.998"
    Max working pressure: 220psi, non-shock

(°F) De-Rating Factor
 73 1.00
 80 0.88
 90 0.75
100 0.62
110 0.51
120 0.40
130 0.31
140 0.22

I thought I had checked the PSI for the 4" PVC and it was OK. The area
where the penstock will be is heavily shaded but I will paint the
exposed pipe. The biggest danger I see will be falling trees.

Re: size, I want to go with a system that gives me all the power I can
get in Winter and Fall when the flow is greatest and mainly keeps the
batteries charged in Spring, early Summer. Late Summer should usualy be
considered non productive.

If I understand correctly, the generator is going to produce power as
long as the pipe is full and filling faster than the water is running
out the nozzels. So if the generator stops putting out, I would shut
off some of the nozzels, or switch to smaller ones. Then the generator
would start putting out power but less of it. Is that about right?
