I do think that this is total production, for own use and/or for 
selling. If you sell, it must be added to what you normally would get 
from the electricity distribution company. Many countries allow for 
net metering or selling today and the best deals are when they pay 
more for kWh delivery, than you normally pay for use.

I have not seen such a bad deal as you interpret this one. Solar 
normally offer the best deals, due to the time of delivery, which 
coincides with peak demands. If it reduces demand on peak power 
generation, the kWhs are worth a lot of money.
