The site needs a very careful set up, this due to the very low head.

Due to the low head, the most practical turbine would be a propeller to 
attain high RPM from the beginning, the second type would the Banki Turbine.

The idea of a car alternator is not practical, because it is very 
in-efficient and needs a very high RPM to generate the necessary power.

You have not stated the distance from the turbine site to the load placement 
to define generator type, as well as, the best generated voltage.

Your site 4 feet=1.2 Meters and 600 GPM= 37.8 liter/sec may produce around 
250 Watts if a very careful system design is done -- the final available 
power depends on the turbine and generator efficiencies.

Detail the water volume available power during the Wet season to take in 
account the extra available power during those periods that may be 
advantageous to you.

A PMA brushless motor converted to a generator maybe the best generator for 
you.
