Cather, I am nowhere near experienced as so many others on the micro hydro list are, but I do know that all comers are given excellent technical advice.
But lack of experience won¹t stop me from taking a shot at your situation. Assuming that the river has no significant drop along your riverbank and because you don¹t own both sides of the river and therefore building a dam, with all the expense (millions probably) not to mention political and technical hurdles, is essentially out of the question, you have probably only one slim chance of getting power from this river. And that is by either building a floating platform, anchored by cables, with some sort of a wheel on it which the current would turn, or, tethering some submersible run-of-river turbines. Neither of these approaches is going to generate a great deal of power. Chances are that if the folks at the State Park catch on they could prohibit it... so I personally would do it on a basis of asking forgiveness rather than permission. Did you really mean to say that you used 3290 KWH in a month? That¹s about 7 times more than the typical US house unless you have a heavy air conditioning/heating load or a factory on site... My guess is that you might harvest at most a few hundred KWH per month, and you will spend at least a thousand bucks, likely more, on the effort. I will be interested to see what the others will say!
