That article escaped my Googling. Thanks for pointing it out.

I think, however, it's a little more complicated than what
they describe. I looked at two Macs, one running 10.10.1 and one
running 10.10.2, both with "always scroll" set, and the problem did
not occur. In both cases, without making any other changes, simply
installing the 10.10.3 upgrade caused the problem to occur.
