Office of the Executive Vice Chancellor and Provost (EVCP) collaborates
with senior administrators to address issues that cut across divisional
lines and lead strategic campus initiatives in partnership with the
Chancellor’s office.

EVCP is responsible for planning, developing, implementing, assessing and
improving all academic programs, policies and supporting infrastructure.
This includes overseeing faculty recruitment, retention and renewal as well
as thorough review of appointments, tenure and promotion for Berkeley's
1,600 fulltime faculty. In addition, EVCP is responsible for planning,
quality and delivery of education provided to Berkeley's 26,000
undergraduate students and 10,000 graduate students. These activities are
carried out in partnership with the Academic Senate under Berkeley's shared
governance model.

Supporting the Executive Vice Chancellor and Provost in these efforts is a
team of exceptional academic leaders – Vice Chancellors, Vice Provosts, and

The Financial & Operations Administrator (Administrative Officer 3)
position provides support in two broad categories: Financial and
administrative operations for the Executive Vice Chancellor and Provost
(EVCP) division, and special functions in support of the Divisional Finance
Coordinator, Office of the EVCP.

Working under the direction of the Divisional Finance Coordinator, the
Financial & Operations Administrator supports the implementation of
financial and administrative operations of the EVCP division, which
includes the following units: the EVCP Immediate Office, Center for Jewish
Studies, Center for Race and Gender, and the Center for Studies in Higher
Education.  In addition, you will work with the Finance Coordinator on
short and long term financial issues and planning. You will also provide
other duties including financial and administrative support for the Vice
Chancellor of Undergraduate Education, the Vice Provost for the Faculty,
the Vice Provost – Strategic Academic Planning & Facilities, and their
respective reporting units; the Associate Vice Chancellor of Arts and
Design; and the Academic Senate.

KEY RESPONSIBILITIES

Budgeting:

• Under the direction of the Divisional Finance Coordinator, implements the
annual budget process for EVCP divisional units, including updating budget
plans and operating forecasts throughout the year.
• Monitors the divisional permanent/campus support funds and operating
budgets throughout the fiscal year.  Reports and transacts on divisional
provision accounts for decentralized salary and benefits budgets for the
EVCP division and other divisions directly supported by EVCP Immediate
office (e.g. divisions of Vice Provost for the Faculty, Vice
Provost-Strategic Academic Planning & Facilities and Academic Senate).
Analyzes funding and oversees provisions for the divisions.
• Develops and prepares complex budgets with multiple funding sources for
grants, general appropriations, and endowments.
• Applies advanced concepts to perform analysis to determine future
resource allocations on projects;
• Performs general ledger and payroll reviews;
• Allocates fringe benefits funding to individual units;
• Maintains the chart of accounts for the EVCP divisional units;
• Coordinates fiscal close activities for the divisions.
• Provides support to the Divisional Finance Coordinator on short and long
term plans related to financial management. Provides budgetary analysis as
needed.
• Serves as org node approver in BearBuy for accounts payable transactions.
• Using CalPlanning, CalReporting and BAIRS systems, works as a member of
the finance team in the preparation and analysis of financial reports and
projections

Administrative operations:

• Serves as policy compliance reviewer for an array of administrative
functions for divisional units.  These functions include reviewing all
travel and entertainment transactions for adherence to applicable policies;
advising on routine HR policy questions (as a first stop for HR questions);
investigates and advises on payroll matters; and other miscellaneous
policy questions (use tax; moving; telecommunications) that may arise in
the divisional units.
• Develops shared file systems for various administrative functions (such
as those noted in the item above) that can be accessed by divisional
support team and control unit administrator.
• Works with Divisional Finance Coordinator to implement and/or streamline
various administrative functions (e.g., honoraria requests, event planning,
website/printing services) for divisional units.
• Serves as resource to Divisional Finance Coordinator to devise
implementation processes when new administrative systems are rolled out to
campus.
• Assists Divisional Finance Coordinator with quarterly meetings of
divisional unit staff:  helps define agenda; provides policy background
research when need be.
• Serves as resource to divisional staff for various process/procedural
questions.  Coordinates training for new divisional staff for functions
within purview.

Special Projects:

• Assists and supports the Divisional Finance Coordinator and the Project
Policy Analyst with organizational changes, start-up of new units/programs
and unit transitions.
• Serves as point person for facility needs and business continuity
planning.
• Assists Divisional Finance Coordinator and the Project Policy Analyst
with ad hoc research and analyses projects and other special project
requests from senior management.
• Other projects as needs arise.

Required Qualifications• Thorough knowledge of financial analysis and
reporting techniques, human resources / personnel policies and procedures
for staff and academic employees.
• Demonstrated experience interpreting and applying rules and regulations,
processes, protocols and procedures for budget, account and fund
management, personnel management.
• Experience preparing, analyzing, and communicating (financial,
operational, and special project) reports to various levels (staff and
academic).
• Interpersonal communication skills to include verbal and written, active
listening, critical thinking, persuasiveness, advising, counseling, and
political acumen skills.
• Experience with financial, human resources/personnel, and business
systems; Intermediate knowledge of MS Excel.
• Strong skills in short term planning, analysis and problem-solving and
customer service.

Education/Training:
• Bachelors degree in related area and/or equivalent experience/training
Preferred Qualifications• 3-5 years of experience with financial analysis
and reporting techniques, human resources / personnel policies and
procedures for staff and academic employees.
• Knowledge of common University-specific computer application programs
(BAIRS, BearBuy, BFS and CalPlanning).
• Experience in an academic environment.
