while u r installing IIS from add windows component from control panel , don't forget to click details, u will see a list click every checkbox in it , if there was a checkbox that is shaded with grey ,select it and then click details ,until you select all .
Then follow the steps that our friends told you , with typing reg_iis -i in the command prompt after installing VS.net.

the problem may be cause of tow reason:
1- you may didn't choose all of the server component when you install vs.net
2- or you didn't install the asp.net, to install it:
a-in the visual studio command prompt navigate to the path
C:\WINNT\Microsoft.NET\Framework\v1.1.4322\
b- install the asp.net by write
aspnet_regiis -i
