You may need to start from scratch then. A fresh install of the framework, VS and IIS. I have not tried this and probably would not recommend this, but hey, you have tried almost everything else.
 
I remember I was having exactly the same problems and I just gave up, and I cannot specifically remember it how I had fixed the first time (by the way, I have had this problem come back to on more than one occassion, and each time a different solution fixed it).

I went through everything you suggested, and all steps were successful, apart from step C, when i applied it, i got the following message in the command prompt:
 
 
Start registering ASP.NET scriptmap (1.1.4322.0) recurcively at w3svc\1\root.
Finished registering ASP.NET scripting(1.1.4.122.0) recurcively at w3svc\1\root.
 
And then i tried to debug my application, but no joy!
 
And regarding your step "C", well my application had already been setup on IIS with an application name, so i didn't think I had to re create a new application name, I would appreciate if you could let me know what I am missing, thanks and sorry for this hassle...
