If your app depends on SQL Server you will need to install it. Seems like an expensive way to go.  Load SQL Server on each machine.  This would also be very hard to maintain.  Are these not on a network where they can share a single installed version?  You can have your setup project kick off any program you want.  You'd probably just want to install SQL Server independantly though.  Still don't believe this is the best way to do this.
