there are lots of vendors out there who supply (.NET, etc.) libraries for 
working with CAD type files. (however, most of this is going to go the way of 
the 'doo-doo' bird, T-SQL Programming DBAs, etc.)

alot of the industry is switching over to standards-based file types. JT2Go is 
one such standard (XML-based and can be used as a smart tag in all of the MS 
Office products). It provides 2D & 3D rendering nicely. (do a msnsearch on 
JT2Go)
