Actually last night at the LUG meeting there was some talk about PHP3
and what you could do with it.  There lots of options that PHP would
open up for you.  You could use a file with encrypted passwords or a
database to keep track of users and it even has a pretty decent
mechanism for working with cookies.  Check it out at
