When the choice is between PHP(/lib) or Midgard, go for Midgard.
Anything you can do with the former will be available in Midgard, plus
you get built-in over the web management of users, content and
look&feel (the Midgard style mechanism). No contest at all.

Midgard and Zope are a better comparison. Both have very strong
points.

Midgards' in this respect are a simple to use layout & content
management mechanism and a well known/supported scripting language, and
that it builds directly on Apache, which means you have access to
functionality most have become used to, like virtual hosts and SSL
support. Midgard plays extremely well with existing Apache setups,
passing anything not handled by Midgard on to Apache, which means you
can still serve static documents and files, run CGI scripts and
server-side scripting languages, and all your favorite apache modules,
on the same server.

For the strong points on Zope I'd recommend asking on their mailinglist.

Currently, only the CVS archives, or by wget'ting them. The
documentation will be distributed for offline browsing when they're
more complete.
