You can create a group that owns the group you want to administer.
Let's say you have a group 'users' and a person 'thomas' you
want to give control over the group to.
The admin user would set up an extra group, 'site_admins' for
example, make this group the owner of 'users', and make
'thomas' member of 'site_admins.
