Sure. As long as the new site is offline the alternate site will
pick up the requests. If both are online I'm not too sure about
which would take precedence.
If you set the alternate site to port 0 it will pick up all requests
for sites with the same name that are offline. When the new site
is set online it is guaranteed to take precedence.
Oh, and re: the content protection in the other post: a crude level
of read protection can be achieved by placing content you want protected
in a separate database (and requiring auth on all hosts in the protected
DB).
