Zope wins on flexibility. Midgard is primarily a publication server and
has
many optimizations that target that function directly.

That depends entirely on the interface you build for that customer. Both
allow
you to build your own, fully customized administration interface.

PHP has features that limit what the PHP scripts can do. Since Midgard
uses
Apache and PHP you'd have to look into what specific threats are

I can't comment on the safety of the Zope server.

I happen to like PHP, so Midgard works for me. If you're a pythonite,
you'll
likely be comfortable with Zope.
