The core part of the new ACL system is in fact done (although
entirely untested). PHP level functions would have to be added.
The implementation needs the 2.0 GUIDs but can be changed to
use 1.2 non-GUIDs, or might even piggyback on the repligard
GUIDs.
The ACL system also uses the 2.0 internal table representation,
which I cannot recommend layering onto the current midgard-lib.
I was planning to let 1.4 stabilize and then muster support for
moving all of Midgard to the new internal representation.
