Not off topic at all.

Install tetex and tetex-latex. Open
/usr/share/texmf/tex/french/base/french.sty and comment out lines 79-81
(put % in front of the line) if tex barfs at you during the make install
phase of sgmltools (see below)

Get sgmltools from http://www.sgmltools.org, do ./configure, make, make
install.

go to the place where you've checked out the docs and issue

sgmltools -s /usr/local/share/sgml/stylesheets/docbook/html/docbook.dsl -b
html manual

to generate html documentation or

sgmltools -s /usr/local/share/sgml/stylesheets/docbook/print/docbook.dsl
-b rtf manual

to generate a RTF version.
