Yes, Midgard is indeed very usefull as an news update system, Because it
an fully content administration back-end. The cool part is that you can
also provide attach diferent styles. Also you can choose which user is
allowed to update which content part. Or it's easy to setup different
languases.

And yes, you need root access to the machine. It's possible to install an
apache on an different port (eg. 8080) and include midgard, but you also
need a MySQL server. I don't how your Hosting Provider has setup the MySQL
stuff for you.
