The mysql libraries are not in a place where the linker searches for them.
You can hint the linker by doing:
export LDFLAGS="-L/usr/lib/mysql -L/usr/local/lib -lmidgard -lmysqlclient"
export LIBS=$LDFLAGS
export LIB=$LDFLAGS
